The bp_feature_draw.pl script you posted (from bioperl) doesn't use
GenBank/EMBL as input.  It uses GFF, as specified in the script's
documentation.  

You'll need to describe how you tried generating the file or we'll have to
assume this is not a bug and mark this as invalid.
