Bio::Root::HTTPget tests are failing for some odd reason.  This has been
verified on Mac OS X (10.6.2) and Ubuntu (9.10).  I have made this a TODO test
fro the time being, but as it's a fallback if LWP isn't installed, might be
nice to work out specifically why it's failing.
